This is always enabled but debug toolbar is a no-op if settings.DEBUG=False,
which must anyway be the case in production.

As there is no public demo of coin, this is the least we can show.

This commit adds an 'HANDLE_BALANCE' parameter in 'settings_base.py'.
When False (default), it deactivates balance calculations and the balance display in the user and the admin interface.
